Security Alert: Ukraine Departure Information

We remind U.S. citizens that the Department of State’s Travel Advisory level for Ukraine is “Level 4: Do Not Travel” due to the increased threat of Russian military action.  The security situation in Ukraine continues to be unpredictable due to the increased threat of Russian military action and can deteriorate with little notice.  U.S. citizens in Ukraine should depart immediately via commercial or private means.  Please see the Travel Advisory issued on February 12 for more information.  U.S. citizens who wish to depart should review the below:

·       Commercial Air Options: Air options remain widely available.  Please see air carrier internet pages for information on routes, times, and costs.  For more information about air travel, please see our messages from February 15 pertaining to Pre-Departure Covid-19 Testing and Vaccines for travel to the United States, as well as our February 2 and January 26 messages.

·       Land Border Information:  If planning to depart by land please see our February 14 messages regarding the welcome center in Poland, and land border entry requirements/restrictions for Poland, Moldova, Hungary, Slovakia, and Romania.

COVID-Related Travel Requirements/Restrictions:

You must comply with COVID-related testing and vaccination requirements of the countries you visit or transit.  If you fail to do so, you may be denied entry.  As requirements vary from country to country, please make sure you fully understand the COVID entry requirements of each country you plan to visit or transit.  Most of the country-specific requirements can be found on the website of the U.S. embassy located in that country.

Travel to the United States:

The U.S. Centers for Disease Control and Prevention (CDC) has exercised its enforcement discretion to allow certain persons from Ukraine to travel to the United States without a pre-departure COVID-19 test.  For more information, please refer to the CDC website at: Amended Order: Requirement for Proof of Negative COVID-19 Test Result or Recovery from COVID-19 for All Airline Passengers Arriving into the United States | Quarantine | CDC.

Additionally, the Department of Homeland Security (DHS) has determined that it is in the national interest to permit the entry to the United States of certain individuals traveling from Ukraine without showing proof of COVID-19 vaccination prior to traveling to the United States.  For more information on this National Interest Exception, please refer to the DHS website at: https://www.dhs.gov/publication/national-interest-exception-presidential-proclamation-10294.
