Health Alert: U.S. Embassy Kyiv, Ukraine (April 11, 2020)

Location:  Ukraine

Event: Special Flight Leaving Kyiv on Wednesday, April 15 to the United States

The Department of State and the U.S. Embassy in Ukraine have arranged a special chartered flight for U.S. citizens and U.S. Lawful Permanent Residents departing on Wednesday, April 15 from Kyiv, Boryspil Airport direct to Washington, DC, Dulles Airport (IAD).  Current departure time is 5:00 pm (Kyiv time), arriving at Dulles airport at 1:00 am (EST) on April 16.  These times are subject to change.

(NEW) At this time, the flight is full.  We have notified all those who have been selected to travel.  If you have not received a phone call or an email notifying you that you have been selected or that you are on standby, that means that you have not been given a seat on the plane.  If you have not heard from us but still would like to be considered for this flight, please send us a brief message with your name and a phone number where you can be reached at KyivUSCitizen@state.gov.  Passengers with confirmed seats on the plane will receive detailed instructions regarding check-in time and transportation via email.  

  • You will be allowed 2 checked bags per person (40 kg in total for both), one carry-on piece, and one personal item on the plane.  
  • No pets are allowed (service animals excepted).  
  • Food and beverages will be provided on board, but special dietary consideration cannot be accommodated.  You can bring your own food on board.

You will need to reimburse the U.S. Government for your flight after your return, and you must sign a promissory note before boarding.  You do not need to pay at the airport, and we will not accept cash or credit card payments. You will be responsible for any arrangements or costs (lodging, onward destination from Dulles or local transportation, etc.) beyond your initial destination in the United States.  If you foresee problems meeting this responsibility, please explain in the “Special considerations” field on the DS5528 promissory note. Also explain any health concerns in this field.

Who is eligible for repatriation assistance?

  • U.S. Citizens (you will be required to present a U.S. passport, U.S. birth certificate, naturalization certificate, or any other primary evidence of your U.S. citizenship).
  • Foreign parent or guardian of a minor U.S. citizen (you will be required to present a valid foreign passport, documents listing you as a parent or guardian of a minor U.S. citizen, and visa valid for travel to United States). Only one escort will be allowed, even in families of multiple U.S. citizen children.
  • Foreign minor children and spouses of U.S. citizens (you will be required to present a valid foreign passport, original birth and marriage certificate, and visa valid for entry to the United States).
  • U.S. Legal Permanent Residents (you will be required to present a valid green card and proof that the last time you departed United States was less than a year ago).

Who is NOT eligible for repatriation assistance?

  • Foreign family members of U.S. Legal Permanent Residents who have not yet obtained green cards.
  • Holders of I-688 temporary resident cards, I-688-A and I-688-B employment authorization cards, border crossing cards, or nonimmigrant visas are not eligible for evacuation assistance solely based on those documents.
  • Household staff and nannies are not considered immediate family members and are not eligible for U.S. Government-sponsored evacuation.
  • Pets cannot be accommodated on a U.S. Government charter. Working animals, such as guide dogs, are not considered pets and will be accommodated if possible.
