The Foreign Agricultural Service of the United States Embassy in Ukraine represents the interests of the U.S. Department of Agriculture (USDA). FAS/Kiev has the primary responsibility for USDA’s activities in Ukraine – market development, trade agreements and negotiations, and the collection and analysis of statistics and market information.
These responsibilities are principally accomplished via reporting commodity and trade developments to the USDA, coordinating policy issues with host government officials and promoting the sale of U.S. food, agricultural, forestry and fishery products.
We provide trade services for Ukrainian importing companies seeking U.S. products and U.S. companies wishing to develop markets in Ukraine. FAS also serves as the official conduit for notifications and comments about veterinary, sanitary and phytosanitary issues and technical barriers to trade. Reports prepared by FAS/Kiev cover changes in policies and other developments that could affect U.S. agricultural exports.
FAS is managing financial programs aimed at trade risk reduction for U.S. suppliers. The Supplier Credit Guarantee Program (SCGP) guarantees payments up to 180 days on promissory notes from importers for a percentage of the face value. Other programs for Ukraine are in the stage of development.

Our office in Kyiv is managed by the Agricultural Attache, an American Foreign Service Officer employed by the United States Department of Agriculture’s (USDA) Foreign Agricultural Service (FAS).
Denys Sobolev, Agricultural Specialist
His responsibilities include commodity reporting for grains, feed, oilseeds, sugar and export trade policy. Denys is also responsible for sanitary and phytosanitary issues.
Oleksandr Tarassevych, Agricultural Specialist
His responsibilities include commodity reporting for livestock and products, poultry and high value added products. Oleksandr is also partially responsible for veterinary issues, import trade policy, certification issues, WTO, Codex, agricultural policies and partially for marketing.
Handles routine inquiries from the Ukrainian importers. Responsible for Cochran program, selected marketing topics and handles administrative issues in the office.
