Export Control and Related Border Security (EXBS)

The mission of the Export Control and Related Border Security (EXBS) office is assisting Ukraine with enhancing its national strategic trade control system by focusing on legal and regulatory development, licensing, enforcement, industry outreach, and international cooperation and interagency coordination and helping Ukraine meet commitments and obligations to prevent the proliferation of weapons of mass destruction and related materials and technology.  The EXBS office cooperates with the State Service for Export Control (SSEC) and the Ministry of Economic Development and Trade (MEDT) on developing and strengthening legal authority to regulate export, re-export, transit, transshipment, financing and brokering of tangible and intangible items of proliferation concern and evaluate licenses to engage in activities to prevent transfers that may contribute to proliferation.  In addition, the EXBS office works with the State Border Guard Service (SBGS), the State Fiscal Service (Customs) and the State Ecological Inspection (SEI) on developing and strengthening capability to selectively target high-risk shipments, inspect goods, seize and dispose of items of proliferation concern, bolster ability to detect and interdict illicit trafficking at and between ports of entry.
